Introduction The University will from time to time publish a list of recommended vehicles approved for purchase for its core University Fleet. The Chief Finance Officer will approve additions and deletions to the published list (refer to Motor Vehicle Acquisition Policies ) University vehicles will be purchased through the Leaseplan Australia / Commonwealth Fleet Management Agreement Discount Structures unless authority is provided by the delegate to purchase outside these arrangements e.g. where a vehicle is purchased as part of a salary package. All University vehicle purchases will be arranged through University Fleet Services (UFS). Categories of Vehicle The University will from time to time publish a list of recommended vehicles approved for purchase for its core Fleet these are shown in the table below. Categories of Vehicles / Tiered arrangement The matrix below shows a list of recommended vehicle makes that are preferred by the University. These have been chosen as they generally provide vehicles that represent value for money for the University and are fit for purpose. Not all models provided by these manufacturers are regarded as suitable for the University's fleet needs, so individual models have not been listed. University Fleet Services can provide advice on specific models, and can also provide an indicative quote based on the University's contracted pricing. The University also seeks to minimise the impact of its fleet on the environment and encourages vehicle buyers to consider this aspect when selecting vehicles. The University Fleet Manager can also provide advice in this area. Private Use The ANU Private Use Terms and Conditions (page 2) must: - Be completed by all relevant staff prior to delivery of a vehicle;
- Have a completed (original) documentation filed on the personnel file (HR); and
- A copy of this documentation is kept on the UFS file.
Home Garaging The relevant delegated authority, and the signed terms and conditions are to be placed on the employee's personnel file (copy to be retained in UFS files). Other vehicles (Pool) The University acknowledges the diverse requirements that this category represents and the wide range of vehicles available from various manufacturers. University buyers are actively encouraged to seek out vehicles that provide value for money and maximise positive environmental outcomes. Some guidance is given in the table below on vehicle configurations that drive value for money or better environmental outcomes. Specialty Vehicles "Specialty vehicles" include modified or specialised vehicles (e.g. forklifts, tractors, cherry pickers, electric vehicles) and vehicles other than field vehicles which are used for ‘long haul' use (e.g. staff movement between Mt Stromlo and Siding Springs Observatories). Purchasers of Speciality Vehicles should consider the following: - the requirement that vehicles purchased be fit for purpose;
- the potential resale/change over costs; and
- the Luxury Tax threshold of $57,180 on the GST inclusive price.
The University Fleet Manager can provide details and recommendations as required. All purchases of Speciality Vehicles require the approval of Head of Budget Unit who must also hold the appropriate financial delegation 4.14, 4.7. The Acquisition / Order Process To arrange vehicle procurement through the Cwlth / Leaseplan FMA Agreement, please complete a Request for New or Replacement ANU Vehicle form . University Fleet Services will provide a written quote on receipt of the completed request form and return an official quote back to the ordering area for sign-off by the appropriate delegate and return to Fleet Services for order processing through Leaseplan Australia. New vehicles will be delivered to, and available for collection from, University Fleet Services located at building 53 on Garran Road, Acton campus.
